Operational and Administrative Studies

Periodic review of any organization is necessary to insure that operational and administrative procedures are being followed and compliant with legislative changes, best practices of the profession and cost efficiency. The goal of these studies is to insure that the municipality is getting the optimum return on the taxpayer’s investment.

The Empire Group PSC selects a team of our experienced law enforcement professionals who possess a superior level of knowledge and proficiency in all areas of law enforcement administration and operations to conduct such studies appropriate to your agencies size, composition and scope of service.

Our team will perform a comprehensive review of your department’s current policies and procedures as well as complete an in-depth on-site assessment and verification process to determine if your department is operating and maximum efficiency in their daily operations.

We also analyze current crime trends, manpower deployments staffing levels, command structure and financial records to determine if staffing, scheduling and expenditures are appropriate for your community.

Based on our work we then prepare a comprehensive report of our findings, submit recommendations for changes and work with you to implement strategic solutions specific to your community.

Risk Assessment & Mitigation

In today’s litigious society it would be unrealistic to believe that even the most professional law enforcement agency could totally avoid liability claims. But the best defense against lawsuits is to have implemented sound policies and procedures that are in line with the best practices of the profession and compliant with current statutes, laws and court decisions.

A department’s written directives are historically one area of law enforcement operations that have a high degree of liability attached thereto as they establish the policies and procedures that the officers must adhere to during the performance of their duties.

When issues of liability are raised during litigation, one of the first areas that the discovery process will focus on is the agency’s policies and procedures, specifically looking to determine "did the involved officers adhere to the agency’s established protocols".

The law enforcement profession is a dynamic environment. Keeping current with recent legislative changes and case law decisions is a daunting task.

Regular review of  an agency’s written directives is necessary to insure that the policies and procedures  employed by the agency have not become contradictory to any statutory changes enacted by the legislature or by case law and remain consistent with current  law enforcement practices.

The Empire Group conducts assessments of your departments current polices and directives and makes recommendations to insure that they meet the current standards of the law enforcement profession and help you defend liability claims.

We then provide you with a comprehensive report of our findings that we will use to guide your agency through the process of updating your current directives. Our analysis also identifies any critical policies and directives that the department is lacking.

Based on our review we then work hand in hand with your agency CEO and the elected officials to craft a comprehensive collection of professional and sound policies best suited to your agency’s size, composition and area of responsibility.

Law Enforcement Accreditation

Since 1990 the members of our team have helped dozens of law enforcement agencies across New York State achieve and maintain the high standards defined in the New York State Law Enforcement Accreditation Program. Our team of experienced program managers, assessors, assessment team leaders and members of the accreditation council know and understand the complexities of the program and how to successfully demonstrate your department’s compliance.

Accreditation is a progressive and contemporary way of helping police agencies evaluate and improve their overall performance. It provides formal recognition that an organization meets or exceeds general expectations of quality in the field. Accreditation acknowledges the implementation of policies that are conceptually sound and operationally effective.

The New York State program became operational in 1989 and has four principle goals:

·         To increase the effectiveness and efficiency of law enforcement agencies utilizing existing personnel, equipment and facilities to the extent possible;

·         To promote increased cooperation and coordination among law enforcement agencies and other agencies of the criminal justice services;

·         To ensure the appropriate training of law enforcement personnel;

·         The New York State Law Enforcement Accreditation Program is comprised of 133 standards and is divided into three categories.

Standards in the Administrative section have provisions for such topics as agency organization, fiscal management, personnel practices, and records.

Training standards encompass basic and in-service instruction, as well as training for supervisors and specialized or technical assignments.

Operations standards deal with such critical and litigious topics as high-speed pursuits, roadblocks, patrol, and unusual occurrences.

Managed Services

 Today’s economic climate is extremely challenging for municipal law enforcement agencies. Faced with ever shrinking revenue streams, reduced staffing levels and an ever increasing demand for basic public safety services, agency CEO’s are finding it increasingly difficult to reassign skilled and knowledgeable officers from patrol or investigative functions to administrative tasks or special projects without jeopardizing mission critical services.

Outsourcing special projects and routine maintenance functions has been widely accepted in the private sector over years, however government entities have yet to embrace such business practices.

The Empire Group specializes in providing outsourced and managed services exclusively to municipal law enforcement agencies. We pride ourselves on the expertise and quality services that we deliver to our clients.

Whether its risk management and reduction, improving operational or administrative effectiveness or cost efficiency and effectiveness, our firm possess the experience and knowledge to deliver professional and quality services that will benefit your department, your community and your citizens at a fraction of the cost of in-house personnel.
